May 2010 - 17 crimes

CAPTAIN'S CRIME ALERT

On Friday, May 14, 2010, several suspects were very active. They are described as African-American males, 18-25 years old and wearing black hoodie-type sweatshirts and carrying a crowbar. About 9:30 AM, a woman in the Excelsior district drives by her neighbor's house and witnesses the suspects with a crowbar prying on her neighbor's front door. The suspects see the woman looking at them and flee. The woman parks her car and unloads groceries from the car. The same suspects approached her and attempt to steal her purse with force. The suspects weren't able to take the victim's purse and fled in a get-away car. About 9:35 AM, apparently the same suspects are found trying to break into a home near the City College area. Again, they had a crowbar. A resident was able to make enough noise to scare them off. The get-away car is described as a green sedan. The witness was only able to get some of the license plates numbers. It is something close to: 4MM-9-.

(GLEN PARKERS NOTE PLEASE): The crime pattern here is the fact they are brazen, violent and mobile. They don't seem to care about taking chances. They will resort to violence at a moment's notice achieve their goals. They are mobile enough to strike an area and move to a different location to strike again. Just as I reported the burglary pattern in "Visitation Valley Heights," it appears this crime pattern is moving to other neighborhoods. The police need your eyes and ears to capture these criminals. It is important to immediately report suspicious activity to the police.

ALSO: "Many times, I notice a suspicious person sitting in their car as if they are monitoring houses. When I look at him, he will usually duck down or have a hand over his face (usually wearing a hood). Is this something I can call into the police station?" This type of suspicious activity is what police officers need to know about, especially with the recent burglaries. This person's accomplices may be burglarizing a home, while he waits in the get-away car. Large flat panel televisions have been taken, and cars would be a reasonable method of moving the "loot." Security gates have been pried, most likely with a short, flat pry tool like roofers use. (Not the common long pry bar used to break and lift up cement.)

PLEASE NOTE: There have been in May a number of crimes on 29th and 30th, edge of Glen Park, primarily robberies and burglaries involving multiple suspects. These are not reported in our Glen Park statistics.

May 3 -

  1. Call Wilder and Diamond: Suspicious person in vehicle.

  3. 100 block of Cuvier St:  robbery
  4. 500 Chenery shots fired, unable to locate source.
  5. Calls - graffiti

Note:  Home burglaries may be increasing and suspects use large wrenches or vice grips to crush door knob assemblies. It is commonly accepted that criminals like to operate in the dark and/or out of sight, if they can (although there is evidence criminals are becoming increasingly brazen; see March information below). That being the case, please consider installing an automatic sensor and a front porch and back door light that comes on at dusk and turns off at daylight. The bulb used on one subscriber's front porch light is a 13 watt cfl (compact fluorescent lamp) which is equivalent to a 60 watt incandescent in terms of light output.  It is operated by a timer ($30 from Home Depot) that fits in place of the light switch.  The timer automatically corrects for daylight savings time and has a random setting which varies the on/off times up to half hour plus or minus to give the impression that it is being manually turned on and off.  The clear cover over the digital display acts as a manual over ride.  By pressing the cover, one can manually turn on or off the light before the preset times.  The cost to operate the light during the dark hours is somewhere less than $5/year.

April 29 - BART 2900 block Diamond, 8:29 pm, Theft from Person. White male adult victim, his laptop computer was taken from him as he exited the Glen Park Bart Station. The victim stated that his laptop was in a protective sleeve wedged under his arm as he exited BART. The victim saw the two suspects enter a black Mitsubishi Mirage and drive away on Wilder St. A search of the area for the suspect was conducted. Report number 100396741

April 28 -

  1. Cafe Bello/BART 4:30 pm - From the Glen Park listserv: "On Wednesday at about 4:30 in the afternoon (with a lot of people around) I saw a man attempt to mug a woman who was walking in to Bello Cafe. I was very disturbed by this, as I had spoken to him moments before. The man had been standing under the overhang at Citibank. I was walking by and it started to rain. I was carrying some things I didn't want to get wet so I ducked under the overhang. This man thought I was going in, so he began to open the door. I said thank you to him but told him I wasn't going in, just avoiding the rain. He said Oh! You're not going in. ...totally normal, public interaction. Then he walked around the corner. I thought the rain was light enough so I did too. I watched him pretend he was helping a woman with the door as she entered Bello then he grabbed at her pockets and purse. I saw it happening so I yelled, "Hey! Hey! Hey!" as loud as I could. He ran. The gal said he did not take anything, but my blood was boiling!"
  2. W/B 280/Monterey, 7:11 pm, Fire Report. Officer responded to assist the fire department with a homeless encampment which had caught on fire. The encampment was inside the overpass, which could be entered through a side panel of the structure. No victims were found inside the encampment. Report number 100393264

Report number 100384542

Closer inspection of the pipe showed that it still contained un-smoked methamphetamine. The man was charged with possession of methamphetamine and narcotics paraphernalia. Report number 100389768

April 18 -

  1. Crime Alert for the Area of Mission and Cortland Street. On Sunday, April 18, 2010, in the early morning hours of 4:30 AM, a 21 year old women was accosted by a male suspect. The suspect is described as Hispanic, early 20's, 5'3", 150 pounds, wearing a white tank top, black jeans, black shoes, long braided black hair that went to the mid-back and spoke Spanish. The victim was waiting for the bus when she noticed the suspect loitering across the street and then walk off. She lost sight of him momentarily, when the suspect suddenly appeared in front of her. He was armed with an unknown weapon and ordered her to walk. The victim used her chemical agent and "kneed" the suspect and was able to escape. This incident stands out and is equally disturbing.  It stands out because this is not your typical assault or attempted robbery. The suspect was wearing very distinctive clothing and had a distinctive hair style. This typically isn't night time "robber attire." It is disturbing because it is my opinion that the suspect was going to commit some type of sexual crime. In these circumstances, when a suspect attempts to move the victim, he wants to commit the crime in a more isolated location to avoid detection.
  2. 100 block Lippard 8 am, Stolen Auto

April 17 - Baden/San Jose 12 pm, Stolen Auto

April 15 - 500 block Arlington, 10:45 am, Burglary, Residence. The residents had left their home secured in the early morning. 2. 100 block Bemis, 5:30 pm Stolen License Plates
  3. 100 block Rousseau, 8:46 pm, Recovered Vehicle

  2. 100 block Arlington, Recovered Auto.
April 6 -
  1. 200 block Randall, attempted break-in after dark before dawn . Suspect tried to force open door lock apparently using heavy crowbar. Case # 100318165, Ingleside Precinct, Officer Soulette badge # 1510.
  2. 200 block Randall (house next door to the above one), same facts.
Note: one owner suggests "Moral of the story is to have a high-quality deadbolt.  We did, and it prevented the thieves from gaining entry.  Our neighbors did not.  Thieves used a large wrench or vice grips to basically crush the door knob lock assembly.  Flatter locks rather than door knob locks also reduce this risk."
April 5 -  Miguel/Chenery 3:17 pm, Stolen Auto/Methamphetamine Officers conducted surveillance of a stolen vehicle. White male adult approached the car with a key in his hand, entered it and started the engine. The officers approached the suspect in the vehicle and took him into custody. The owner of the vehicle was contacted and he told the officers that he bought the vehicle from the suspect several months ago and showed the officers all of the relevant paperwork.  The suspect told the officers that he had received a parking ticket in his name because the new owner had failed to complete the DMV paperwork, so he went to where the victim lives and took the car back.  The suspect was found to be in possession of a baggie of methamphetamine during a booking search.  Report number 100288922

MARCH 2010 - 14 CRIMES

Warning: Note that criminals are becoming increasingly brazen in terms of crimes committed in daylight or early dusk as well as crimes committed openly against police officers. These two examples from early March take place just outside of but near to Glen Park but are nonetheless instructive. Be careful walking over to Mission (the Manilla market is there). Note on March 2 the Captain said: “ Officers have to deal with very volatile situations. Officer Stansbury had to deal with two combative individuals when attempting to do his job enforcing the law.” We know that is also true for our Patrol Specials (a suspect broke Patrol Special J. Warner’s arm on Christmas morning, and a month ago Patrol Special E. Tachihara lost consciousness from a beating he received at the hands of a man in a domestic dispute he was attempting to calm down.)

  1. The Captain reports at 12:13 pm in the 100 block  Brookdale , a motorcycle officer was patrolling through the parking lots in a housing complex when he was suddenly and violently pushed on the side by an adult African American male. Only the officers’ skill level kept him from crashing the motorcycle and sustaining serious injury. The suspect was taken into custody. Report number 100239652
  2. 2300 block  Alemany, 3:05 pm, Robbery w/ Force - Asian female robbery victim stated that she was walking alone when she was approached by a small build black male. The suspect grabbed her small clutch purse and struggled with the victim who attempted to retain her belongings. The suspect shoved the woman to the ground and she let go of her bag for fear of further injury. The suspect ran away and she chased him for several blocks. Officers located a man matching the description. A cold show was performed and the victim identified the man as her assailant. He was placed under arrest. Report number 100237173
Captain's advice:
An issue came to my attention about door-to-door salespersons. We have received complaints in the past about rude and aggressive youths, who peddle subscriptions in order to aid their educational costs or allow them to win a vacation. Past experience has shown that an adult would drive a team of youths into a neighborhood to solicit magazine or newspaper subscriptions. The youngster would present him/herself as student, display a permit, offer pamphlets and finally give a “sales pitch.” When the home owner or resident politely refuses to purchase a subscription, the student would become aggressive or abusive. Elderly residents are understandably shocked and consumed with fear. Here are some facts about solicitors:
  1. A permit is not needed for door-to-door sales on private property.
  2. If the salesperson refuses to leave upon request by the property owner that is trespassing.
  3. Sales on a public street or sidewalk without a permit is violation of 869 of the Municipal Police Code.
  4. Peddling by a door-to-door salesperson where a “No Peddlers” sign is clearly displayed is a violation of 870 of the Municipal Police Code.
  5. Charitable solicitors should follow the guidelines of “Solicitation for Charitable Purposes Card” under 660.2 of the Municipal Police Code.
If you are suspicious of a solicitor, call the police, and they will make contact with that person. You should avoid opening the door to a stranger. Ask the person to leave a leaflet at the front door to review at a later time. Remember, the best scammer plays his best upon the well meaning and good hearted.

Glen Park Safety Awareness/Self Defense Class: As we learned in our recent safety awareness class, before you walk or drive anywhere, carefully think through in advance the route you will take, what you will carry and what you can leave home to minimize loss in case you are attacked, what you are willing to give up or fight for. Remember: there are no guarantees that you will be right and each person must make his/her own decision. However, also note it is highly dangerous to agree to be moved from the first location - and - you deserve to protect yourself at least with the same ferocity as you would protect a loved one such as your child or parent.

March 31 - 200 block Arlington, 4:25 pm,  Heroin Offense/Probation Viol. - Officers were watching a residence known to them to be a problematic drug house.  They observed a couple exit the house and approach a vehicle.  The female was known to them from prior arrests.  They contacted the couple and discovered that the male suspect was on probation.  They searched him and found narcotics and narcotics paraphernalia. They also searched the vehicle and found additional illicit substances.  The male suspect was taken into custody and booked.  Report number 100301455

March 29 - 100 block  Laidley, 3:37 pm, Meth/Cocaine Offense. While working in plain clothes in an unmarked police vehicle, Officer Hurwitz saw a vehicle, with two occupants, park in front of a residence known for narcotics violations. The officer detained the subjects and asked them if they were on probation or parole. The male subject replied that he was on parole. Officers Padilla and Uang responded to assist in the investigation. Officer Hurwitz located narcotics inside of the passenger compartment of the vehicle. Both suspects were placed under arrest and booked. Report number 100291248

March 28 - 200 block  Randall, 8:15 am, Burglary. The victims said that someone had gained entry to the building by breaking the lock of the front gate. The suspect then gained entry to the garage are and stole a bicycle. Report number 100295999
